The UK Atomic Energy Authority (UKAEA) has appointed a consortium led by global infrastructure firm AECOM to deliver the initial concept design for its Spherical Tokamak for Energy Production (STEP) program. This selection is a major milestone for the £200 million government-backed initiative, which aims to design and construct a prototype fusion power plant capable of delivering net energy to the grid. The consortium's work in this first phase is critical to establishing a viable path towards the UK's goal of building a commercial fusion plant by 2040.
The AECOM-led consortium brings together a range of engineering and construction expertise, including the international engineering group Assystem. Their primary responsibility will be to develop the concept design for the STEP prototype, a process that involves defining the plant's core systems, layout, and operational parameters. This foundational work will inform all subsequent engineering and construction phases of the multi-decade project.

STEP is centered on the compact spherical tokamak design, a British innovation pioneered at the Culham Science Centre. This design aims to produce the required magnetic fields with a smaller device than conventional tokamaks, potentially offering a more efficient and cost-effective route to commercial fusion. The program's first phase, which this contract initiates, is focused on proving the concept's feasibility and selecting a final site for the prototype plant.
The initial £200 million investment from the UK government is intended to cover this first five-year tranche of the program, running until approximately 2029. During this period, the UKAEA and its partners will tackle key design challenges, from materials science to heat exhaust systems and tritium fuel breeding. The goal is to produce a comprehensive conceptual design that can secure further funding for detailed engineering and eventual construction.
This development builds on the UK's long-standing leadership in fusion research, anchored by facilities like the Joint European Torus (JET) and the Mega Amp Spherical Tokamak (MAST) Upgrade. While JET has set world energy records, STEP represents a direct and nationally-focused effort to transition from pure research to a commercially viable power plant prototype. The program's success is seen as vital for the UK's ambitions in clean energy and high-tech industry.
Ian Chapman, CEO of UKAEA, emphasized that the appointment marks the official start of the journey to build a UK fusion plant. He highlighted the need to bring in industrial partners with experience in delivering major infrastructure projects to work alongside the authority's fusion scientists. The collaboration is designed to merge cutting-edge physics with the practical engineering required to build a reliable and efficient power station.
Looking ahead, the next major decision point for the program will be the selection of a host site for the STEP prototype, expected within the next few years. Following the completion of the concept design phase around 2029, the project will move into detailed engineering design before a final investment decision is made on construction. The ultimate objective remains fixed on commencing operations of the prototype plant around 2040, demonstrating a pivotal step towards a future powered by fusion energy.
