Kaname Ikeda

Japanese nuclear engineer who served as the first Director-General of the ITER Organization — standing up the international body and guiding the project through its formative construction-design phase.

First Leader of ITER

Kaname Ikeda (born 1946) is a Japanese nuclear engineer and diplomat who served as the inaugural Director-General of the ITER Organization from 2007 to 2010. Appointed to lead the newly established international body following the signing of the ITER Agreement in 2006, Ikeda was charged with transforming a multilateral treaty commitment into a functioning organisation capable of designing, licensing, and constructing the world's largest fusion experiment in Cadarache, France.[1]

Before his appointment to ITER, Ikeda had a distinguished career in Japan's nuclear energy establishment. He held senior positions at the Japan Atomic Energy Agency (JAEA) and its predecessor organisations, where he gained extensive experience in managing large-scale nuclear projects. His background in both technical programme management and international nuclear cooperation made him a consensus choice among the seven ITER Members — the European Union, Japan, the United States, Russia, China, South Korea, and India.[2]

Standing Up the Organisation

Ikeda's tenure coincided with the most challenging phase of any international mega-project: the transition from agreement to implementation. He oversaw the establishment of ITER's organisational structure, the recruitment of its initial international staff, and the finalisation of the construction design. Under his leadership, the ITER Council was constituted, procurement arrangements with the seven Domestic Agencies were formalised, and the project secured its nuclear licensing application with French regulatory authorities.[1]

The unique governance model of ITER — where roughly 90 percent of contributions come as in-kind components manufactured by member states rather than as cash — presented unprecedented management challenges. Ikeda worked to establish the technical interfaces, quality standards, and coordination mechanisms needed to integrate components designed and built on three continents into a single coherent machine.[3]

As first Director-General, Ikeda established the organisational foundations of ITER — including its procurement model, licensing pathway, and staff structure — during the critical 2007–2010 start-up phase.

Legacy

Ikeda was succeeded by Osamu Motojima in 2010. While ITER subsequently faced significant cost escalations and schedule delays, the institutional architecture Ikeda put in place — the relationship between the central organisation and the Domestic Agencies, the nuclear licensing framework, and the basic project management systems — remained the foundation on which his successors built. His tenure demonstrated both the ambition and the complexity of attempting the largest international scientific collaboration since the International Space Station.
