ARPA-E Fusion Programs

The Advanced Research Projects Agency–Energy’s role in funding unconventional fusion concepts — from the ALPHA and BETHE programs to SCALEUP, seeding the private fusion industry with high-risk, high-reward investments.

Role

ARPA-E (Advanced Research Projects Agency–Energy) funds transformative energy technologies that are too early-stage for private investment or traditional DOE programs. Since 2015, ARPA-E has run several fusion-specific programs that have directly enabled the private fusion industry, funding concepts that DOE’s Office of Fusion Energy Sciences considered too speculative.[1]

Fusion spinouts: At least seven private fusion companies were directly spun out of ARPA-E-funded projects, including Realta Fusion (from BETHE), Zap Energy (from ALPHA), and Type One Energy. ARPA-E has been the single most impactful government program in catalyzing the private fusion sector.

Key Programs

ALPHA (2015): Accelerating Low-cost Plasma Heating and Assembly — funded novel approaches to magneto-inertial fusion. BETHE (2020): Breakthroughs Enabling Thermonuclear-fusion Energy — funded innovative confinement concepts including mirrors, FRCs, and compact toroids. GAMOW (2020): Galvanizing Advances in Market-aligned fusion for an Overabundance of Watts — funded enabling technologies (materials, magnets, tritium, heating). SCALEUP (2026): funded manufacturing scale-up for fusion technologies, including Thea Energy’s HTS magnet production line.[2]

Impact

ARPA-E’s fusion portfolio has leveraged relatively modest government investments ($200–300M total) into billions of dollars in follow-on private capital, demonstrating the agency’s catalytic model.[3]
